Are EU Institutions Still Green Actors? An Empirical Study of Green Public Procurement

Analysing the environmental actorness of EU, more than one voice has spoken myth a Green Europe and dismantling process its ambitions. To date, any attempt to quantify this in homogeneous fashion by different levels government institutions run into serious difficulties. This research, however, uses green public procurement (GPP) as research instrument commitment policies. We construct database from tenders published Supplement Official Journal between 2009 2019. Based on 743,061 observations, article finds that EU's have lowest GPP adoption rates relation all other government. Moreover, it also records marked differences EU where European Parliament is performing better Commission and, during Juncker Commission, EC performs worse.
